  • Manage the organization’s legal issues and represent the city before courts, including the municipal court.

  • Coordinate the government watch in terms of monitoring developments on various bills and grant programs.
  • Support the various departments to ensure more cohesive actions by Longueuil in its governmental and institutional affairs.
  • Oversee media relations and public relations, crisis management, and public communication issues, as well as promote Longueuil’s image.

  • Throughout the agglomeration’s territory, protect life and property against fires, carry out rescue operations during after disasters and accidents, assist accident victims, provide disaster relief, and ensure emergency evacuations.
  • Coordinate the activities associated with the fire safety risk coverage plan and the emergency preparedness plan through its planning, preparation and response components.

Mandates

  • Analyze the impacts of the policy directions of government, metropolitan and agglomeration agencies.
  • Represent the agglomeration’s interests before government agencies in promoting its various ongoing programs and projects (strategic watch of subsidy programs).
  • Ensure the city’s integrated land planning and manage the agglomeration’s development by formulating and implementing policies, master plans and strategies for land use management, traffic management, transportation, the environment, infrastructures and geomatics for the entire agglomeration.
  • Coordinate all activities associated with geomatics, including land surveying, mapping, and geodesy.
  • Ensure the treatment of drinking water and wastewater; and optimize equipment.
  • Carry out and coordinate studies within its mandate.
  • Plan, coordinate and implement Ville de Longueuil’s town planning projects.
  • Develop and implement policies, programs and by-laws for the territory’s development (including town planning by-laws).
  • Ensure compliance with town planning directions and activities under its responsibility.
  • Coordinate and ensure the optimal development of the city’s private and public buildings.
  • Manage and coordinate the city’s actions in developing its heritage and historical areas.
  • Issue permits and authorizations for matters under its jurisdiction, including pesticides.

Mandates

  • Maintain, for the Agglomération de Longueuil, fair and equitable assessment rolls that will serve as the basis for distributing the tax burden among the agglomeration’s taxpayers in accordance with the Act respecting municipal taxation, with the regulations of the ministère des Affaires municipales et des Régions, and with professional practice standards.
  • Support and actively advise the managers of all agglomeration departments to ensure the optimal management of financial and material resources and defend, before the courts, the values listed in the agglomeration’s assessment rolls.
  • Determine the taxable real property mass for each fiscal year, and for all linked cities.

The Ombudsman office’s mission is to intervene or investigate where there are reasonable grounds to believe that you have suffered injury or that your rights have been injured in an act or decision of an official or representative of the city. It can:

  • defend your rights from the municipal administration and managers;
  • intercede for you to receive municipal services to which you are entitled;
  • intervene to ensure that you are treated fairly and equitably.

Ethics Counsellor

In order to maintain the highest public ethics standards, City Council appoints an ethics counsellor who reports only to City Council. The ethics councillor is appointed for a five-year mandate.

The ethics counsellor is at the disposal of Ville de Longueuil’s elected officials and senior management who are the only ones who can call on his services.

The ethics counsellor

  • may be called upon to provide advice on any ethical matter;
  • advises individuals or groups on personal matters related to a behaviour (or a desired behaviour) in a situation related to the individual’s or group’s function at the city. The ethics counsellor does not issue any comments - as consultant, critic or commentator - on administrative measures or policy decisions.Top of page
